Government Launches National Government Administration Police Unit to Strengthen Local Security

The Kenyan government has officially created the National Government Administration Police Unit (NGAPU), a dedicated branch within the National Police Service designed to bolster government operations and enhance public safety at the community level.

The announcement was made by Inspector General of Police Douglas Kanja through Legal Notice No. 201, dated December 24, 2025, under the National Police Service Standing (Amendment) Orders, 2025.

According to the notice, NGAPU will play a key role in assisting National Government Administrative Officers (NGAOs) to carry out their duties effectively while providing security support. 

The unit will also be tasked with enforcing government policies, helping manage conflicts, supporting peacebuilding initiatives, and ensuring safety during public engagements.

NGAPU officers will act as first responders, ensuring security during lawful operations, official events, and community gatherings. 

They will also be responsible for apprehending offenders, safeguarding evidence, and coordinating with other agencies whenever a multi-agency response is required. 

The unit will perform any additional duties assigned by the Deputy Inspector General of the Administration Police Service.

The new unit will operate under a clear command structure. A commandant will oversee NGAPU operations and report directly to the DIG Administration Police Service. 

The unit will be organized into four tiers: regional, county, sub-county, and ward/division levels.
Regional officers will manage operations across their respective regions, reporting to the regional Administration Police commander.

County officers will supervise NGAPU activities at the county level under the oversight of the County Administration Service Commander.

Sub-county officers will monitor performance at the sub-county level and report to the sub-county police commander.

Ward and division officers will ensure operational efficiency within their areas and answer to the sub-county police commander.

The gazette further clarified that NGAPU officers’ duties will comply with National Police Service regulations and career progression rules approved by the National Police Service Commission (NPSC). 

Officers will also have access to support from police stations when making arrests or requiring assistance. Additionally, NGAPU personnel are entitled to allowances determined by the NPSC.

This new unit is expected to reinforce the government’s presence at the grassroots level while providing additional security for administrative operations and enhancing overall public safety.
