Robert Alai Calls for 10-Point Agenda to Be Scrapped

Nairobi MCA representing Kileleshwa Ward, Robert Alai, has criticized the 10-point agenda tied to the Memorandum of Understanding (MOU) between the ruling United Democratic Alliance (UDA) and Orange Democratic Movement (ODM), calling it “unimplementable” and urging that it be discarded.

Speaking on his X account on March 2, 2026, Alai argued that several clauses in the agenda require the full implementation of the National Dialogue Committee (NADCO) report, which would necessitate constitutional amendments and a national referendum—steps he says have no clear roadmap.

Alai stated, “Talk about MOU and ten-point agenda is stupid. The 10-point agenda can’t be implemented by anyone fully. 

How do you implement clauses that require the full implementation of the NADCO report which has key clauses requiring a referendum to implement?” He added that without proper mechanisms, the pact’s promises risk remaining theoretical.

The MCA further described the agreement as poorly crafted, saying: “The 10-point agenda must be discarded to the dustbin of history of stupidity in deal-crafting.”

Alai’s comments come weeks after ODM called on stakeholders to address delays in implementing the 10-Point Agenda and NADCO report, highlighting the need for collaboration to overcome obstacles. 

The party’s National Executive Committee (NEC) in Mombasa had acknowledged ongoing efforts but expressed concern over the slow pace of reforms.

This criticism adds to ongoing debates over the feasibility and practicality of the 10-point agenda in Kenya’s current political and constitutional landscape.
