Interior Cabinet Secretary Kipchumba Murkomen has allegedly revealed what has been described as President William Ruto's possible Plan B for the 2027 General Election, amid claims circulating on social media about the political battle expected ahead of the polls.
According to the unverified reports circulating online, Murkomen allegedly claimed that the government was considering ways of allowing more people living outside Kenya to participate in the 2027 elections.
The reports further allege that Kenyans living abroad who hold dual citizenship could be allowed to participate in the election, while foreigners would also allegedly be given an opportunity to vote.
According to the claim, those who would allegedly be granted the opportunity to participate could potentially support President Ruto, particularly because of the benefits they would supposedly receive from such an arrangement.
The allegations have generated reactions among Kenyans online, with some questioning whether such a proposal could legally be implemented ahead of the 2027 elections.
However, it is important to note that the claims about Murkomen's alleged remarks have not been independently verified, and there is no confirmed evidence in the material reviewed establishing that he actually made the statement.
Kenya's Constitution provides that an adult citizen who meets the legal requirements qualifies for registration as a voter. It also provides for the progressive registration of Kenyan citizens residing outside the country and the progressive realization of their right to vote.
The IEBC has also recently addressed similar claims surrounding the registration of foreigners. On September 28, 2026, the electoral commission dismissed reports alleging the registration of foreigners as voters, describing such information as misleading and unverified.
The question of how Kenyans living abroad will participate in the 2027 elections therefore remains an important electoral issue, but any claims suggesting that foreigners will be allowed to vote would require clear legal and official confirmation.
As the country moves closer to the 2027 General Election, Kenyans are likely to continue closely following statements from political leaders and the IEBC regarding voter registration, diaspora voting and the rules governing participation in the election.
