DCI Reveals Details of Sh60 Million Fake Tender Scam Targeting Foreign Investor

The Directorate of Criminal Investigations (DCI) has outlined how a well-coordinated multi-million shilling fraud targeting a foreign investor was carried out inside Harambee House, resulting in the arrest of seven suspects.

In a statement released on Friday, March 20, 2026, the agency dismissed reports circulating in sections of the media as misleading, maintaining that no current government officials were involved in the scheme.

Investigations indicate that the fraud began on January 10, 2026, when a foreign investor from Swedish firm Jokara AB received an unexpected WhatsApp message from a suspect identified as Stanley Ndawula. 

He was later introduced to another suspect who posed as a government consultant, convincing him of a lucrative tender to supply 500 Toyota Hiace High Roof ambulances.

The victim travelled to Kenya on January 26 and was taken to Harambee House, where the suspects, with the help of an accomplice, gained unauthorized access to a boardroom. 

There, individuals posing as officials from key government ministries presented forged documents to make the deal appear genuine.

The investor agreed to an initial package worth USD 110,000 and later transferred the funds to a local law firm’s account. On February 11, he sent an additional USD 360,750, allegedly for insurance costs, bringing the total amount lost to over KSh 60 million.

The suspects later demanded a further USD 1.08 million, prompting the victims to return to Kenya, unaware that detectives were already tracking the operation.

On March 10, DCI officers arrested the suspects during another meeting at Harambee House. Those arrested include Geoffrey Were Odondi, Michael Musyoki Ngumbi, Kororia Simatwa, Evans Simotwo, Allan Muthaiga Kariuki, Munialo Jared Masinde, and Purity Njeri Njiami, a former public servant accused of facilitating access to restricted areas.

The suspects were later arraigned at the Milimani Law Courts, where they faced charges including fraud, forgery, and money laundering. They pleaded not guilty and were released on bond, with the case scheduled for mention on April 1, 2026.
